As part of this Board of Directors of The SOMCO Thursday, February 19, 2009, in As representatives of the Tenants, we want you to express our deep concern about the law on "Mobilizing for housing and cons of exclusion" that was debated in the National Assembly and Senate.

This bill passed will have serious consequences for both housing bodies, and for Renters whose situation is deteriorating dangerously.

This concern is heightened by the fact that the law in a context of declining state budget and a strong bias of 1% Housing (silver companies and their employees).

Indeed, this law:

- undermines the very foundations of social housing, namely: the accessibility of many of our fellow citizens to decent housing, the tenure, and funding of these units by the national solidarity, that is to say, among others, and especially by the State.

- II recovery free private housing at the expense of social housing box, the precarious situation of many tenants, undermines the social mix by pushing the middle classes to leave public housing, and spends the gradual withdrawal of state for funding.

Several provisions of the Act in this direction:

- HLM Renters whose incomes are at least two times higher than resource ceilings have three years to leave their homes, without necessarily having the means to access the private rental market;

- Renters whose income exceeds at least 20% the maximum income will pay an additional rent Solidarity is a recent decree strengthening, encouraging them to leave the park office;

- Renters in under occupation, who refused three proposals for resettlement, will also leave. What are then the family and social consequences of such a measure?

- the questioning of Article 55 of the SRU law will lead to a decrease in supply of rented social

- Renters in good faith to resolve difficulties in their rent will risk being expelled more easily, the period during which the judge may suspend an expulsion order being reduced from three years to one year;
- the financial disengagement of the state will allow social landlords alone with bonds becoming more numerous house the poor, generate new housing to meet growing demand, rehabilitate the existing fleet to the standards defined by the Grenelle Environment sale tenants in place, buy the stock of private parkland ... .

By depriving them of resources, the state no longer allows Lessors Social play their role of production and development of quality housing accessible to all.

Accordingly, representatives of Tenants on the Board of Directors of the SOMCO February 19 asking that the provisions set forth above are removed from the law and the State, the only guarantee of the right to housing, Lessors grant to social resources to match this ambition:

the possibility for more access to quality housing and to stay there, which is the foundation of social housing in our country.
